Buying, remodeling or repainting a house from before 1978 raises the lead question, and Livermore Lead Paint Removal arranges testing in Livermore to answer it. Under California law only a CDPH Inspector/Assessor performs paid inspections, risk assessments and clearance exams, and the same person cannot also abate the property.

With 81% of Livermore housing in single-family homes and 52.3% of homes dated to before 1980 (ACS 2020-2024), a purchase is one point where the question comes up. We arrange testing in Livermore, Pleasanton and Danville, and turn the report into a plain next step.

Types of lead evaluation

Inspection before you buy

On a pre-1978 purchase the federal rules give the buyer 10 days to have the paint inspected or assessed for lead, unless both sides agree in writing to a different period or to drop it. CDPH says the window applies in California when a certified Inspector/Assessor does the test. Book the inspector early, because the clock starts when the contract is signed.

Inspection before a remodel

The EPA renovation rule treats untested paint in a pre-1978 house as lead paint, so testing is optional for a remodel. It still changes the plan. A negative result on the trim you intend to cut out tells the crew which parts are lead work, and if the plaster does carry lead, you learn that before the demolition begins rather than during it.

Risk assessment

A risk assessment asks what is dangerous today instead of where lead sits. The assessor inspects flaking or chalking paint, takes dust wipes from floors and sills and collects bare-soil samples, since California counts lead in dust and soil as a hazard in its own right. It fits a house with a toddler or a recent chewing habit at the window sill better than a component list does.

Clearance after work

Permanent abatement is not complete until clearance passes. The examiner, an Inspector/Assessor or a Project Monitor, looks over the area and takes dust samples, and should not be part of the crew that did the work.

Reading your results

Results are recorded on CDPH Form 8552, and CDPH receives a copy within 30 days. Expect results by component, for example the front door casing is positive and the garage trim is not.

Keep the report with the house papers. A later buyer or contractor may ask for it, and it can save paying for a second test of the same paint.

County testing resources

Alameda County’s Healthy Homes Department recommends a State-certified inspector or risk assessor, lists consultants on its website and gives homeowners instructions for taking their own dust, paint chip or soil samples to an accredited lab. Your own sample can settle your curiosity, but the certified report is what a buyer or contractor will ask for.

The department’s public information line is (510) 567-8280.

What affects the cost

An inspection grows with floor area and with how many painted components there are. A risk assessment adds lab fees for dust and soil samples, and clearance after abatement means another visit. Scheduling also counts: a closing date, an empty house or an occupied one all shape the plan.

Lead on the siding or trim sends the job to exterior lead paint removal; lead in a room you are about to open up sends it to lead-safe renovation and remodeling. Every service is listed at Livermore Lead Paint Removal.
