Lead Paint Encapsulation in Livermore

Typical cost in Livermore

  • About 300 sq ft of trim and walls sealed, one room or the outside trim$1,400 – $4,100+
  • About 1,000 sq ft sealed, several rooms or one outside wall$4,600 – $13,800+
  • One room's walls covered with new drywall, about 350 sq ft$3,200 – $7,750+

Some owners of pre-1978 Livermore houses prefer sealing sound lead paint to stripping it, and Livermore Lead Paint Removal plans that work. Either a coating or a covering can keep the old paint in place; California’s rules then ask how long the fix is designed to last.

With 72% of Livermore homes owner-occupied (ACS), the choice between stripping and sealing rests with the owner. We plan encapsulation in Livermore, Pleasanton and Danville.

Ways to seal lead paint

Encapsulant coatings

An encapsulant is a coating made to bond to the painted surface and lock the old paint under it; ordinary wall paint is not. It suits paint that is intact and well bonded, on surfaces that are not rubbed, scraped or kept wet. Loose paint has to be dealt with before coating.

Enclosure with new materials

Covering a wall with new drywall or paneling, or wrapping a post in a sheath, encloses the paint instead of coating it. Enclosure can last longer than a coating, but it leaves lead paint behind the new surface, so the edges and any later cuts need care.

Interim controls under 20 years

CDPH draws the line at 20 years. An interim control, designed to reduce or remove a hazard for less than 20 years, needs no CDPH certification, yet Title 17 containment and no-visible-dust rules still apply. A fix built for 20 years or longer counts as abatement and brings certified workers and a written plan.

When removal is better

Surfaces that rub, such as window tracks, door edges and stair treads, wear through a coating. Paint that is already flaking or heavily layered is a poor base for one. In those places removal or replacement can hold up better than sealing.

Checking sealed paint over time

Sealing does not take the lead away, so the surface needs looking at. Check for chips, cracks, bubbling and worn edges, especially at corners and low on walls. Repair the coating, or plan removal if it keeps failing. Tell a future buyer and any contractor where lead paint has been sealed, since sanding or cutting through the seal disturbs the lead beneath.

What affects the cost

Prep drives encapsulation: cleaning and fixing the surface, testing it, the amount of area and the number of coats a product needs. Enclosure adds materials and carpentry, and a job designed to last 20 years or more adds the abatement notice, plan and clearance.

Sealing starts with knowing what the paint contains, which lead paint inspection and testing covers, and where sealing will not hold, exterior lead paint removal covers the removal side. Livermore Lead Paint Removal links every service on its homepage.
